Service
Emergency Management
One platform. Four levels of government.
NLT has supported FEMA's emergency-management mission since 2006, in alternating prime and subcontract roles. The nltIMPACT platform we build runs in production from a city fire-medical department to a state health department to FEMA — and, with UNICEF, to global outbreak forecasting. Same engineers, same core, configured for the mission in front of it.

nltIMPACT in Production
The Same Core, at Every Level of Government
Incident management does not change shape between a city and a continent — the stakes and the data do. nltIMPACT is deployed and operated by the engineers who built it, in four configurations, each named for the mission it serves.
nltIMPACT-FEMS
City of Peoria, Arizona — Fire-Medical
CAD data ingest, response-time isochrones, and station-location optimization for a city fire-medical department — turning dispatch history into where the next station should stand.
nltIMPACT-PublicHealth
Louisiana Department of Health
ESF-8 preparedness, response, and recovery coordination across Louisiana parishes. Deployed for the COVID-19 response and modernized onto a serverless architecture. Phase 3 active.
nltIMPACT-TEMPO
FEMA
Rapid incident mapping and a shared common operating picture for disaster operations — adopted across federal and international response partners.
nltIMPACT-GlobalHealth
UC San Diego · UNICEF · university research partners — the DIRE deployment
Predictive health intelligence — AI/ML outbreak forecasting for dengue and malaria, built on nltIMPACT with UC San Diego, in user and research partnership with UNICEF and university partners, funded by the Wellcome Trust and operationalizing primary research from ESA. A multi-year program.
Capabilities
Incident Management Systems
nltIMPACT for incident intake, prioritization, multi-agency coordination, and alerting — deployed at FEMA, a state health department, and a city fire-medical service.
Disaster Response Operations
Operational support for disaster declarations, response coordination, and field operations, including FEMA GeoPlatform and Mapping & Analysis Center support.
Emergency Operations Centers
EOC activation, situational awareness, and inter-agency coordination — including National BEOC support, delivered as a subcontractor to GMS.
Hazard Modeling & Mitigation
Forecasted flood-depth grids and earthquake exposure/damage modeling (nltSeismicMapper), supporting FEMA Hazus and NEHRP earthquake hazard programs.
Disaster Health Response
Public-health emergency coordination — ESF-8 operations for the Louisiana Department of Health, and dengue and malaria outbreak forecasting for international health partners.
Geospatial Intelligence for Disasters
Near-real-time damage assessment from aerial and satellite imagery — Nearmap aerial, ICEYE SAR flood extents, and Planet tasking feeding the models.
Past Performance
The Emergency-Management Record
Every engagement below is substantiated by an executed agreement or a documented project record. NLT works as the implementation partner inside each customer's own program — building, deploying, and operating the systems their responders depend on.
Federal
A FEMA relationship running since 2006 across alternating prime and subcontract roles — with prime and subcontract roles active.
- FEMA Enterprise GIS — GeoPlatform & Mapping and Analysis Center (OCIO).
- FEMA Center for Domestic Preparedness — ESSD WebMap, the exercise and simulation mapping platform for the all-hazards responder training campus. NLT prime since 2021.
- FEMA Recovery — aerial-imagery acquisition support and analysis informing preliminary damage assessments.
- FEMA Forecasted Flood Depth Grid Model — AI/ML inundation and structural-damage prediction, enhanced with ICEYE SAR.
- FEMA Earthquake Exposure & Damage Model — now integrated into nltSeismicMapper.
- National Business Emergency Operations Center (NBEOC) — private-sector coordination during national disaster operations. NLT subcontractor to GMS.
- PEDTAC — private-sector emergency and disaster technical assistance.
State & Local
Statewide health emergency operations, big-city public safety, and city-scale fire-medical planning — the same team, three very different operating tempos.
- Louisiana Department of Health — nltIMPACT-PublicHealth for ESF-8 preparedness, response, and recovery. Phase 3 active.
- DC Office of Unified Communications — real-time 911 operations dashboard on PostGIS with live AVL feeds, plus situational-awareness dashboards for the 2025 Presidential Inauguration.
- DC Fire & EMS and Metropolitan Police — mobile data computing across public-safety fleets.
- City of Peoria, Arizona — nltIMPACT-FEMS for fire-medical response modeling and station siting.
- U.S. Virgin Islands — territory-wide address system rebuilt on nltASRM following Hurricanes Irma and Maria.
International
Emergency management is not only a domestic discipline — the same models travel to global health and development partners.
- nltIMPACT-GlobalHealth (DIRE) — built on nltIMPACT with UC San Diego, in user and research partnership with UNICEF and university partners, funded by the Wellcome Trust and operationalizing primary research from ESA. A multi-year predictive health intelligence program forecasting dengue and malaria outbreak risk.
- World Bank — flood detection and disaster risk assessment across development programs in many countries.
